Since our inception in March 1984, Highland Express Shuttle Service has proudly served as an approved ground transportation provider for the Defense Travel Management Office (DTMO), marking a significant achievement in the competitive world of transportation. Based in the vibrant city of Raleigh, North Carolina, we began our journey as an airport shuttle, creating a vital link between Fayetteville and Raleigh.
Innovative Beginnings
Our pioneering spirit shone bright in our inaugural year, as we introduced the first door-to-door applicant travel route in the United States, in collaboration with the Navy Recruiting services. This innovative service laid the foundation for our expansive growth, culminating in a network of 8 routes across the southeastern United States within just nine years.
Leadership and Growth
The year 1993 marked a transformative period for Highland, with the appointment of Retired Major Steven Shelton as General Manager, who later rose to become the Owner and CEO. Major Shelton, armed with invaluable experience as a Recruiting Company Commander and Battalion Executive Officer, dedicated himself to developing a safe, efficient, and timely transportation system, revolutionizing the way applicants travel to and from the MEPS for testing and processing.
Partnerships and Expansion
Our strategic partnership with TRANSCOR, INC in October 1993 propelled us forward, replacing our antiquated ticketing system with a modernized, efficient solution. Today, Highland is a nationwide powerhouse, providing daily services to 40 states, over 500 Recruiting Stations, and various military transportation requirements.
Commitment to Excellence
With a robust fleet of over 300 vehicles, we cover an impressive 15 million miles annually, maintaining an exemplary Federal DOT Out of Service and Accident Rating of 0, and a Defense Travel Management Office Safety Inspection Rating of 1. Our workforce, comprising 60% Retired Military or Veterans, reflects our commitment to service and excellence.
Resilience and Dedication
Highland’s unwavering dedication has been evident through our rapid responses to various challenges, from replacing services for carriers that have gone out of business to assisting in emergency situations and natural disasters. The introduction of the ETRANSCOR eticketing system in 2002 further solidified our position as a leader in military transportation, ensuring transparency, accountability, and efficiency.
